Manager, Research Information Services

Location: Ottawa/Toronto, ON or Remote (within Canada)

CADTH is an independent, not-for-profit organization responsible for providing Canada's health care decision-makers with objective evidence to help make informed decisions about the optimal use of drugs and medical devices in our health care system. Given changes in the pharmaceutical landscape, new and emerging opportunities for CADTH to work with Health Canada, the Public Health Agency of Canada (PHAC), Canadian Drug Agency Transition Office (CDA-TO), decision makers and health partners, additional centralized capacity is required to assess, plan for and support decisions regarding an organizational response.

Primary Focus

Reporting to the Director, Research Information Services (RIS), the Manager, RIS provides operational management of a team of Research Information Specialists and Research Library Technicians who provide information retrieval services to CADTH teams for the production of our evidence-based research and methodological reports.

Specific Accountabilities

Oversight, development and implementation of RIS information retrieval methodology:
·         The Manager will advise the Director and contribute to the development and implementation of the methodological enhancements of the RIS program to ensure that the information needs of CADTH's teams are of high quality and meet customer needs.

Responsible For The Day-to-day Oversight Of RIS Staff
·         Provide management guidance, oversight and assessment of the performance of RIS staff to ensure program deliverables are executed in alignment with established information retrieval methods, processes and quality standards to meet CADTH's customer expectations and needs.

Information Resource Acquisition And Technical Services
·         Responsible for the development and acquisition of CADTH's print and electronic information resources collection, ensuring sound access and legal compliance, working with vendors and negotiating terms and access, and overseeing the renewal process of information resources.
·         Responsible for the oversight and development of all technical services provided by RIS such as cataloguing and indexing of acquired print and electronic sources, Interlibrary loans processes and systems, and information software such as citation management, library catalogues and custom databases.

Stewardship of Corporate policies and advocate for responsible use of information at CADTH:
·         Provide guidance and leadership on legal issues pertaining to the information requirements of CADTH reports including: negotiate and acquire copyright licensing services, implement CADTH Copyright policy and advise CADTH staff on copyright risks, interpret and apply license agreements and assist in seeking permission to reproduce, reuse or republish information.

Is this the right role for you?

The Manager, Research Information Services Will Likely Have
·         Completion of a Master's degree in Library Science or Library and Information Studies from an accredited university by the American Library Association.
·         Relevant experience in a health sciences library and/or experience in literature searching and information retrieval techniques for health technology assessments, knowledge synthesis and systematic reviews.
·         Experience managing individuals and teams using effective leadership techniques (i.e., coaching, mentoring, skill development, sound decision making, coalition building, performance management, negotiation, facilitation, conflict resolution, etc.).
·         Broad knowledge of information science methodology related to health technology assessments, knowledge synthesis and systematic reviews.
·         Broad knowledge of information retrieval techniques using biomedical databases, multi-database platforms, complex literature search strategies and grey literature sources for pharmaceuticals, medical devices and health sciences.
·         Broad knowledge of current information services trends, technologies, resources, and services, including citation management software, cataloguing software, interlibrary loans platforms, cataloguing standards, metadata principles, repositories, etc.
·         Knowledge of and experience in the interpretation and implementation of Canadian Copyright legislation, Copyright policies and terms of use/license agreements.

·         Bilingualism (French and English)
·         Experience in library outreach and liaison services to internal and external customers and stakeholders.
·         Enhanced management and team leadership knowledge, courses or experience.
·         Enhanced change management courses, knowledge or experience.
