[CANMEDLIB] Emergency department overcrowding policy

Good afternoon,

I have had a request to see if any hospitals / health authorities have a policy for reducing emergency department overcrowding.  Particularly we are looking for policy / procedure on  deferring patients  triaged at CTAS 5 to appointments with a  primary care provider / community service instead of waiting and being seen in the emergency department.   I have found some articles on this subject, but we are seeking policy / procedure documents.
