[CANMEDLIB] Systematic Reviews in non-academic libraries

Hello, from northern Ontario, where the leaves are changing and the sun is
shining! I am hoping to get responses from my respected colleagues on a
topic that has come up in our professional association.
The current climate is encouraging the systematic review as an academic and
professional activity, though it seems (at least anecdotally) that academic
librarians are finding themselves quite booked up. This means that our
local association has heard of non-academic and non-librarian staff being
encouraged to do systematic reviews as contract or other contributors, and
to side-step database use guidelines to do this.
I do understand that there are health centre/system libraries that have the
capacity to do this work legitimately in their usual work; we are not
concerned with that situation.
I'd like to hear from anyone who has
- knowledge of standards or guidelines for who does SRs/MAs, or
development of these
- been approached outside of an academic science library (a hospital
library, perhaps?) to do this work
- awareness legal or contractual issues with doing this (we are aware of
licensing restrictions for database access)
