[CANMEDLIB] Patient Complaint process and Indigenous patients

Hi colleagues,
I'm trying to find information for physicians on how improve the processes available to Indigenous patients who wish to complain about quality of care. The physicians want to implement the recommendations of the BC government's "In Plain Sight" Report with reference to the Patient Complaint process. The report recommends the appointment of an Indigenous patient advocate and changes to BC's Evidence Act Section 51 protections for investigations when Indigenous patients are involved. Their interest is in how the various stakeholders are affected by changes and how reconciliation can be affected.
Do you know of agencies, institutions, groups, etc. who have made progress in their efforts to improve complaint systems in health institutions for indigenous people?
I have searched the scholarly medical literature and scanned the websites of Canadian, NZ, and Australian health regulatory agencies, health authorities, and governmental departments, and the like but have been distinctly unsuccessful in finding practical help.
